# Miracle Mile, Tucson: preliminary lighting evidence review
Prepared October 7, 2026. Focus: reported 700-block fatal pedestrian collision involving Jake Angel Zabaleta on October 5, 2026.

## Finding
The City of Tucson public streetlight inventory documents LED roadway-lighting infrastructure in the reported crash block. Six distinct mapped locations correspond to inventory addresses 701, 715, 725, 735, 745 and 755 W Miracle Mile. Consecutive mapped locations are approximately 105–119 feet apart. This supports describing the block as having recorded roadway lighting. It does not establish actual brightness, operation that evening, visibility of Jake, avoidability, or fault.

## Local inventory and calculated spacing
Inventory addresses are asset references, not confirmed impact addresses. Locations and operating status require field and historical-record verification.

All twelve records in these six groups have Bulb_Type LED, Type Autobahn, Status Active and no retirement date. The paired records share exactly the same underlying coordinates. They could represent duplicate records, replacement history, co-located fixtures or another inventory convention. The city must resolve their meaning before anyone calls these twelve physical lights. At 735, one record lists 120 W and the other 95 W; this discrepancy further limits conclusions about the current hardware. “Active” is an inventory label, not a dated confirmation that a lamp was illuminated at collision time.

The five intervals total approximately 561 feet, averaging approximately 112 feet. These are approximate straight-line distances between inventory points, not surveyed pole spacing or illuminated coverage. Half a typical interval is about 56 feet, but this does not determine how far Jake stood from a pole or how much light reached him.

## Wider street inventory
A case-insensitive Street-name query returned 115 records, all labeled W Miracle Mile, grouped into 71 unique mapped coordinates rounded to seven decimal places. The response did not report an exceeded transfer limit. These counts describe this public dataset snapshot, not a verified physical count of lamps along every portion of the corridor. Private business lighting is not included by this query.

A second, independent spatial query across longitude -110.9845 to -110.9823 and latitude 32.2606 to 32.2614 returned the same twelve local records; no additional street-named records appeared within that envelope. This is a narrow inventory check, not proof that no other light sources exist nearby.

## Time and ambient darkness
KOLD reports Monday, October 5, near Miracle Mile/Fairview, with a westbound Buick SUV in the curb lane and Jake crossing north to south. The Arizona Daily Star identifies the 700 block and approximately 6:45 p.m.; its opening sentence incorrectly says Wednesday despite the October 5 reporting elsewhere. Treat the exact collision time as provisional pending CAD/911 records. Earlier family discussions referred to approximately 8 p.m.; an initial news-post or dispatch time must not automatically be used as the impact time.

Timeanddate's October 5 Tucson table gives sunset approximately 6:03 p.m., civil twilight ending 6:27 p.m., nautical twilight ending 6:55 p.m. and astronomical twilight ending 7:24 p.m. Thus 6:45 p.m. was approximately 42 minutes after sunset and 18 minutes after civil twilight. This establishes reduced natural daylight; it does not establish an unlit roadway. Actual cloud cover and local obstructions were not established.

## City dimming policy: historical documentation
Tucson's November 2022 Climate Action Report describes roughly 22,000 converted LED streetlights with wireless monitoring, dimming and energy data. It describes most lights as starting at a 90% setting at dusk and reducing to 60% at midnight; intersection/crosswalk lights remain at 90%, and some pedestrian areas reduce at 3 a.m.

Inference: under that documented schedule, either 6:45 p.m. or 8 p.m. would precede the ordinary midnight reduction. This does not prove the specific lamps were at 90% on October 5, 2026. The schedule is historical, settings can change, and faults or overrides are possible. A percentage setting is also not a measurement of lux at the crossing.

## Historical design record found
The city Maps and Records catalog lists plan F-89-001: Miracle Mile, I-10 to Oracle Road, and Oracle Road, Miracle Mile to Glenn Street. It appears within the street-lighting plan series and is marked Scanned: No. This is a concrete plan reference to request; the underlying drawings were not available for inspection in this review. Request the original plan, subsequent revisions, LED conversion/as-built drawings and applicable photometric calculations. The 1989 catalog entry alone does not establish today's configuration.

## What measures visibility
FHWA's midblock-crosswalk research distinguishes road-surface brightness from light reaching a pedestrian's vertical profile. Its study found 20 vertical lux measured about five feet above the road provided adequate detection distances in most tested circumstances. Clothing, glare, background contrast and luminaire position also matter. This is research context, not a finding that an unmarked crossing on Miracle Mile is legally required to meet that number.

Neither inventory watts nor spacing yields a defensible lux value. Mounting height, arm position, optics, dimming, obstruction, dirt and the actual crossing location remain unknown. Satellite night-light maps and automatically brightened phone photos cannot substitute for that measurement.

## Evidence needed next
1. TPD: CAD/911 collision time, exact point of impact, diagram, scene photographs, body/dash camera footage and any visibility reconstruction.
2. Tucson Transportation and Mobility: resolve the twelve Cartegraph IDs above into physical poles/fixtures; provide historical operating logs, dimming settings, overrides, fault alerts, available power/communication records and retention information for October 5, 2026, 5:30–9 p.m. Arizona time.
3. Maintenance: outages, complaints, inspections, work orders and repairs for the block for the prior twelve months and through the response date. Include nearby fixtures once the impact location is confirmed.
4. Design: F-89-001, later revisions, as-builts, current luminaire specifications/photometric files, pole heights and light-level calculations.
5. Scene documentation: original, timestamped business/security footage and any photographs from that evening. A later site visit documents present conditions only; changes since the crash must be recorded.
6. Measurement: calibrated roadway and pedestrian-height illuminance at the confirmed crossing, including the westbound approach. No one should stand in a live traffic lane to collect measurements; roadway measurements require a safely controlled setup.

No records requests or messages were sent during this research. Historical operation logs, measured illuminance and an authenticated crash report remain unavailable.
